The city of Council Bluffs started as Caldwell's Camp, and then became Kanesville. It was eventually renamed Council Bluffs. It was named Council Bluff's as it was near the site of a meeting between Lewis and Clark, and the Oteo tribe. Originally the whole region was named Council Bluff's but this changed and the town itself was named Council Bluffs.
